In the absence of immigration, a country must maintain a fertility rate of 2.1 for a stable population – Japan only has a rate of 1.3. While the country went through a population boom in the 1980s, it has been in a steady decline since. However, even in the face of an overall decreasing population, some cities are growing. Check out these nine fastest-growing cities in Japan and learn why people are flocking to them.

1. Fukuoka
Sitting on the northern shore of Kyushu Island, Fukuoka is known as the “Gateway to Asia.” This sprawling port city is popular among vacationing Japanese and has grown in popularity over the years. In fact, Fukuoka has one of the highest population growth rates in the country. This city is a hub for global startups and job creation, which attracts both Japanese and foreign entrepreneurs. Fukuoka also has some of the most reasonable prices in Japan.
2. Tokyo
As Japan’s bustling capital, Tokyo is a hotspot for blending traditional with ultramodern. And many things make this city popular, such as its extremely high ranking in the Global Economic Power Index. In 2020, Tokyo recorded a net population gain of nearly 40,000. Many people are moving to the city as it is home to some of Japan’s largest companies, bringing more job opportunities and higher wages.
3. Kawasaki
Located in the Greater Tokyo area, Kawasaki is an industrial city that perfectly combines urban sights and lush nature. Due to its advantageous location and many sights, Kawasaki has seen sustained population growth over the last 70 years. 4. Toyama

Nagoya had a recent population increase of 0.21% from 2019 to 2020. Most of the people moving into the city are young adults from the Greater Nagoya area looking for work and housing.
6. Sapporo
Famous for its skiing and snow festivals, Sapporo is a city and capital of Hokkaido, Japan’s mountainous northern island. This city draws millions of visitors each year for its snow festivities and beer. Sapporo is affluent and attractive while being 33% cheaper than Tokyo. 7. Chiba

This city is attracting those wishing to be close to Tokyo while benefiting from living near the beautiful beaches. Chiba has an average annual population growth rate of 0.24%.
8. Nagareyama
Located in Chiba Prefecture, Nagareyama is a charming city famously known as the birthplace of Japanese mirin sweet sake. While it’s much smaller than cities like Tokyo, Nagareyama has plenty of attractions and experiences. It has one of the highest growth rates among municipalities, raising its population by nearly 15% over just five years. Nagareyama has introduced family-friendly programs, like unique bus services, that attract young families.
9. Matsudo
Matsudo is another growing city in Chiba Prefecture that offers easy access to Tokyo via the JR Joban Line. It has many popular attractions, such as its Cherry Blossom Promenade and Tomita Ramen. Matsudo attracts those who wish to live in a less densely packed area while still having access to the large city for work.
