First, some researchers have hypothesized that New Orleans, the current largest city in Louisiana, will be completely underwater by 2040 due to rising sea levels. Additional flooding is also a possible concern in the future.
Outside of climate predictions, however, New Orleans currently faces an average annual population change of -1.65 outside of climate predictions%. This means that it is in decline. However, many of the other largest cities in the state are also in decline. This includes Baton Rouge and Shreveport. If any city were to surpass Louisiana, it would most likely be that of Baton Rouge. Although both cities are declining and Baton Rouge has a smaller population, Baton Rouge is declining at a lower rate. This means that, with enough time, it is possible that New Orleans would lose the number one spot.
